The background displays rays of sunlight that radiate from the US Capitol in the distance behind Lady Liberty.

The reverse of this proof American Gold Eagle coin bears Jennie Norris' close-up image of the left side of a bald eagle’s head. Inscriptions surround the eagle including the country, weight, purity, denomination, “E Pluribus Unum”, and “In God We Trust”.
