Detailed Information:
1932 marked the 200th birthday of the first president of USA, George Washington. A Bicentennial Committee was formed by Congress to plan for this event. The committee proposed that for the whole year of 1932, all Half Dollars depict a Washington design instead of the usual Walking Liberty design. The Washington quarters would be the normal mint issue for one year.
Even before a congressional approval was given, the Bicentennial committee went ahead and held a competition to come up with designs for the new commemorative quarters. The anticipation of the committee was that the selected artist will design both the committee’s medal as well as the coin. The condition to be met by the artists was that the design for the obverse will be based on the well-known bust of George Washington designed by the famous French Sculptor Jean-Antoine Houdon. The uncannily accurate bust had been created by taking a life-mask of George Washington at Mount Vernon in 1785.
Since it had been only 16 years since Walking Liberty was minted, a Congressional Act was required to issue a new coin. However, instead of giving permission to bring out a 1-year Washington Half Dollar, the congress chose to permanently replace the Standing Liberty Quarters and replace it with Washington Quarters.
Andrew Mellon, the Treasury Secretary, selected John Flanagan’s design going against the decision of the committee which had selected Fraser’s design. Even while the advisory committee was still protesting on his decision, he resigned as the secretary as he got a better opportunity to boost his career. Ogden Mills succeeded him as Treasury Secretary and he abided by his predecessor’s decision and went ahead approving Flanagan’s decision. He silenced the committee by telling them that they only held the position to advise the Treasury and did not have the power to take a decision. Thus Flanagan’s design was bought to life on the Washington Quarters.
