Toms River was founded in 1768 as the Township of Dover but its name changed to Toms River after public voting in 2006. It was named in honor of Thomas Luker, a ferryman, and farmer who ran a ferry across Goose Creek (now the Toms River). There are several shopping malls in Toms River including the Seacourt Pavilion and Ocean County Mall, which is the only enclosed mall in Ocean County.
