Each obverse features John Mercanti‘s design of the Statue of Liberty gazing confidently forward, a symbol of freedom and opportunity, wearing a seven-point crown with her right arm rising above her. Inscriptions include - "LIBERTY," "IN GOD WE TRUST," "E PLURBIS UNUM," and the Year of Mintage.

Each reverse depicts the Legislative Muse with two eagles to the side, the inscriptions include "UNITED STATES OF AMERICA" along with the denomination and purity.
